    HARVARD LEGAL AID BUREAU is hiring a 2021-2022 Clinical Fellow 

    The Harvard Legal Aid Bureau is a student-run civil legal aid organization committed to providing free representation to low-income and marginalized communities in the Greater Boston area. Students and staff aim to provide these services in a way that responds to the systemic racial, social, and economic inequalities that are the causes and consequences of poverty. To that end, the Bureau trains its student attorneys to advocate vigorously for their clients, create enduring community partnerships, and become socially conscious leaders.

    DESCRIPTION

    The Harvard Legal Aid Bureau seeks a Fellow for the 2021-2022 academic year. The Fellow will represent clients, partner with Clinical Instructors (CIs) in supervising practicing law students, and work to develop and strengthen community lawyering partnerships in one or more of our three primary practice areas: Wage and Hour, Family, and Housing. More specifically the Fellow will:

    Maintain an active caseload and represent clients in matters pertaining to Wage and Hour, Family, and/or Housing law;

    ●Foster relationship with HLAB’s partners in the Greater Boston area by attending community meetings, communicating with leaders, and creating new community lawyering initiatives (depending on the interests and qualifications of the Fellow, community lawyering initiatives could include streamlining intakes, developing strategies for supporting the building of collective power, and advancing shared policy goals);

    ●Learn clinical teaching methodology, under the supervision of the Bureau’s CIs, while developing and refining teaching and practice approaches;

    Meet regularly with other teaching staff; assist in conducting case rounds and seminars on practice skills and substantive law; participate in other office-wide projects, including orientation, training, and outreach events;

    ●Assist the CIs in the supervision of students by meeting regularly with students, helping them to prepare and strategize for their casework, reviewing students' written work, providing regular, detailed feedback to students, and delivering instruction in basic legal skills; and,

    ●Bring creativity and initiative to develop projects that build on the Fellow’s talents and interests, while maintaining alignment with the Bureau's mission.

    The Fellow may be asked to:

    ●Help the Bureau refine and improve its data collection and outcome measures, in order to promote the Bureau’s racial and economic justice mission; and,

    ●Spearhead capacity-building initiatives (in the past, for example, two fellows worked with the Family practice to build the Bureau’s capacity to handle Special Immigrant Juvenile Status (SIJS) cases).

    During summer months and other periods of student absence, the Fellow might be entirely or partially responsible for additional case coverage, including communication with clients, motions, and trials. Some evening and occasional weekend hours are expected. The Fellow will report to the Bureau’s Faculty Director and/or a Clinical Instructor in the Fellow’s primary practice area.

    Basic Qualifications

    Candidates must:

    ●At or shortly after the time of hiring, be admitted to the Massachusetts bar or eligible to practice under Massachusetts Supreme Judicial Court Rule 3:03 or Rule 3:04. A candidate qualified only under Rule 3:03 must commit to taking the Massachusetts Bar exam (or another bar exam that will qualify the candidate for practice under Rule 3:04) and the MPRE as soon as possible;

    ●Have 0 - 5 years of legal experience; and,

    ●Have experience mentoring or exposure to a strong mentoring environment within a clinical legal setting

    ●Possess experience (as a lawyer, clinical law student, or summer intern) in at least one of the areas of law practiced at the Bureau.

    Candidates must also be able to thrive in a high-volume civil legal aid litigation practice and in a student- run organization. The ability to work sensitively with a diverse multicultural population of clients, students, and staff is essential.

    Superior motivation and initiative; ability to work creatively within broad program goals; ability to work independently, as well as in teams; an interest in and aptitude for clinical supervision and teaching; superior organization and time management skills; and, strong oral and written communication skills.     Salary and Benefits

    The salary range for the position is $60-65,000, depending on experience, plus health insurance and benefits.

    The Harvard Legal Aid Bureau is a curriculum-based poverty law clinic that represents low-income residents of the Boston area in civil matters, including landlord-tenant, domestic relations, wage and hour, and unemployment benefits. It is staffed by a Faculty Director, a Deputy Faculty Director, an Administrative Director, six Clinical Instructors, a Program Administrator, a part-time social worker, and 50 2L and 3L Harvard Law School students fulfilling a two-year commitment, with law student interns from around the country covering cases in the summer. Since 1913, the Bureau has functioned under a tradition of student leadership and governance, making it a unique and exciting institution in clinical legal education. This is a one-year appointment, without possibility of renewal.

    DESCRIPTION:

    The University of Wisconsin Law School is pleased to announce a search for a Clinical Instructor in the Frank J. Remington Center’s Wisconsin Innocence Project (WIP).  The Remington Center is one of the largest and oldest clinical programs in the country, and is comprised of multiple prison-based and criminal law projects. The clinics include several calendar-year opportunities, along with school-year clinics and externship positions with prosecution and public defender offices.  

    WIP clinicians instruct and supervise students while providing postconviction innocence services. The work includes preparatory instruction and direct supervision of students in investigation and litigation of wrongful convictions. Students currently enroll full time in the summer, and have continuing clinical work during the fall and spring semesters. However, the clinic’s structure is flexible to best fit instructor interest and programmatic needs.

    THE UNIVERSITY OF MICHIGAN LAW Clinical Fellows Program seeks applicants for a fellowship in its Juvenile Justice Clinic (JJC). This is a two-year appointment with the possibility of extension for a third year.

    The Clinical Fellows Program is designed to allow attorneys to explore the possibility of a career in clinical teaching and fully support them in that endeavor. Michigan Clinical Fellows gain valuable experience and mentoring in clinical pedagogy and in their substantive area of practice. Their duties include clinical teaching and student supervision in conjunction with a clinic director, and participation in the operation and development of the clinic in which they teach. Support is provided for personal and professional development and scholarship.

    Under the supervision of clinical faculty and the clinical teaching fellow, students in the JJC primarily represent teenagers accused of criminal offenses in the delinquency court. Students also engage in advocacy and complex criminal litigation on behalf of court-involved youth.  Students in the clinic, with the support of the faculty member and fellow, develop skills in trial advocacy and litigation practice, client counseling and negotiation, as well as an understanding of juvenile law, criminal procedure and adolescent development.  In additional to substantive law and lawyering skills, students are encouraged to reflect on their practice, their identities as fledgling legal professionals, and to examine and critique the youth and criminal systems in which they are engaging.

    The successful candidate will teach and supervise law students, represent youth in the delinquency system, and work with community youth justice stakeholders. The successful candidate will also take part in the Michigan clinical law community, the broader clinical community, and receive support to produce scholarship.

    The VLC is a general civil litigation clinic that represents veterans and their immediate families in a broad array of civil legal matters. These matters include, but are not limited to, landlord-tenant cases, fraud actions, disability rights claims, family law matters, personal injury cases, contract disputes, employment discrimination claims, and military discharge upgrades. As with all Michigan Law clinics, VLC students take first-chair responsibility for VLC cases under the supervision of the VLC fellow and the VLC director.

    WILLIAM & MARY LAW SCHOOL – Director of Clinical Programs & Clinical Professor of Law-The Clinical Program Director for William & Mary Law School is responsible for managing a dynamic program currently composed of nine clinics and one policy center. The Director will report to the Associate Dean for Academic Affairs and will be a 12-month faculty with security of position or eligible for security of position (depending upon experience). The Director will be classified as a Clinical Professor of Law or Clinical Associate Professor of Law, depending upon experience. In addition to managing the clinical program, the Director will personally direct a clinic or center and teach a fall and spring clinical course. The Director will be responsible for maintaining a robust and diverse clinical program through supporting existing clinics and clinical faculty, developing new clinics as practicable, and setting strategic goals for the future of the clinical program and clinical faculty. The Director will be responsible for managing and supervising all aspects of clinical program administrative operations. The Director will direct communication and marketing for the clinical program and will develop and execute fundraising initiatives for the clinical program in partnership with the law school administration and through grant-writing efforts.


    Required Qualifications:

    - JD from ABA accredited law school, with a record of academic achievement
    - Outstanding oral and written communication skills
    - At least five years of legal practice experience (can include judicial clerkship experience)
    - A past record of clinical teaching and leadership, including 3-5 years directing a legal clinic
    - Admission to a state bar; if not a member of the Virginia bar, willingness to become a member of the Virginia bar

    Preferred Qualifications:

    - Prior Experience Directing a Clinical Education Program
    - Admission to the Virginia Bar
    - Demonstrated success with grant-writing and fundraising

    WAYNE STATE UNIVERSITY LAW SCHOOL is seeking candidates to fill the position of Assistant or Associate Clinical Professor. The successful candidate will serve as the director of the Law School’s externship program. Duties of the position will include teaching externship and other courses as negotiated with the Dean or the Dean’s designee; developing curriculum and materials for externship courses; monitoring field placements, field supervisors, externship course instructors, and externs to ensure the program’s educational goals are being met; organizing and conducting training sessions for field supervisors and externship course instructors; drafting, revising, and updating externship program forms and informational materials; developing new field placement opportunities for students; advising students regarding field placement selection and registration; and organizing information sessions to help field placements recruit students and students select field placements.

    Required qualifications include a J.D. or equivalent degree; admission to practice before the highest court of any state; and at least three years of law-related professional experience after law school. Preferred qualifications include substantial experience supervising externs, substantial law school teaching experience with clinical or externship courses, and substantial experience in one or more of the following areas: judicial clerkship; work as a prosecutor or public defender; public interest or government agency practice; and work in a corporate counsel office.

    THE INTERNATIONAL INSTITUTE FOR JUSTICE AND THE RULE OF LAW (IIJ)-  

    The International Institute for Justice and the Rule of Law (IIJ) is an international organisation located in Malta with a mission to deliver innovative and sustainable capacity-building through the implementation of counter-terrorism-related, rule of law-based good practices developed by the Global Counterterrorism Forum (GCTF) and other international and regional fora.

    Since its inauguration in 2014, the IIJ has trained more than 6000 criminal justice practitioners through its interactive capacity-building workshops – in Malta and abroad – that enhance the competencies of parliamentarians, judges, prosecutors, police, prison and other criminal justice practitioners to address terrorism and related transnational criminal activities within a rule of law framework. The IIJ delivers capacity-building training tailored to the needs of the regions it serves, including North, West and East Africa; the Middle East; and select engagement in the Balkans, and Central, South and Southeast Asia.     The IIJ is seeking to recruit a Monitoring & Evaluation (M&E) Manager who will further develop the IIJ’s focus on effective monitoring and evaluation on the basis of work already conducted by the IIJ, the findings of a strategic review by the IIJ Governing Board of Administrators, as well as an IIJ Monitoring and Evaluation Forward Plan. Working under the overall supervision of the Executive Secretary and reporting to the Senior Management Team, the successful candidate will play an important role in the fully integrated multi-national team. The role will also include coordination and cooperation with the whole IIJ Team and output to different donors and the Governing Board of Administrators.

    The M&E Manager will:

    • Develop, design and implement an IIJ-wide strategy to institutionalise and drive monitoring and evaluation across the Institute.
    • Work and coordinate closely with internal stakeholders on fully integrating Monitoring and Evaluation into the Institute’s culture and throughout all phases of the capacity-building/training development and implementation cycle.
    • Prepare output to different donors and the Governing Board of Administrators.

    An attractive remuneration package will be offered commensurate with the experience of the selected applicant. The position will be contracted initially for a period of 12 months.

    JOB DESCRIPTION:
    • Based on work already conducted by the IIJ, the findings of a strategic review, and an IIJ M&E Forward Plan, develop an IIJ M&E Strategy for the consideration of the Governing Board of Administrators, to include inter alia:
    • An IIJ Monitoring & Evaluation Strategy articulating general principles and objectives to guide the Institute’s focus on monitoring and evaluation.
    • Operational frameworks that will guide M&E for different IIJ units as well as tailored frameworks for the various Unit-level activities, taking into consideration requirements under different grants.
    • Take a lead role in implementing the IIJ M&E Forward Plan and IIJ M&E Strategy once approved, and then to institutionalise the Strategy and drive monitoring and evaluation across the Institute.
    • Help to fully integrate monitoring and evaluation in the IIJ culture and throughout all phases of the capacity-building/training development and implementation cycle.
    • Lead and coordinate the implementation of the IIJ M&E Strategy across the IIJ’s management, the Academic and Programmatic Units, as well as with international stakeholders.
    • Work with the team to strengthen data collection, lead relevant internal skills development, and improve the analysis of monitoring and evaluation information.
    • Serve as a resource and focal point for monitoring and evaluation, providing support for and oversight of relevant Academic Unit and Programmatic Unit staff as to M&E-related resources, opportunity, time and information.
    • Review and drive ongoing implementation of a standardised project reporting mechanism, including effective and timely reporting to internal and external stakeholders:
    • Further develop a system of internal monitoring and regular and systematic internal data collection to monitor progress and produce internal reports.
    • Develop a system to produce progress reports for all stakeholders and donor partners.
    • Support the IIJ in identifying Key Performance Indicators (KPIs).
    • Produce project reports, such as quarterly reports, annual report, and donor-specific reports, capturing in a comprehensive and analytical manner progress against the project’s Results Framework, including the documentation of success stories, achievements, lessons learned, risks and issues.
    • Produce project updates to donors and stakeholders in a timely manner in line with the IIJ’s professional writing and formatting requirements.
    • Work closely with the Executive Secretariat and other colleagues to ensure accurate and smooth project progress reporting and communication to donors and stakeholders.
    • Develop and refine our internal monitoring system to gather results-based project progress data and input from subject matter experts and other sources.
    • Performing other duties to support the IIJ’s mission as required. 

    PERSON SPECIFICATION:

    REQUIRED

    •   A Graduate with a Master’s Level in International Relations, Management, Administration, Economics, Social Science, or any relevant discipline.

    •   Professional command of the English language, with excellent oral and written communication skills, and exceptional attention to detail.

    •   A minimum of five years of previous experience in programme management, including project monitoring, reporting and evaluation, especially in a donor-funded project setting related to Peacebuilding, CVE, CT, RoL and capacity building.

    • Experience in donor relations – including reporting – is highly desirable.
    • Experience working with an international organisation or a non-governmental organisation is required.
    • Experience with computers and office software packages, including good knowledge and experience in handling of web-based management systems.
    • A strong work ethic, with the ability to work independently, to set priorities, and to organise work to meet deadlines.
    • Knowledge of working with/managing integrated M&E systems.

    DESIRABLE

    • Knowledge of French and/or Arabic will be considered advantageous
